Contacts from learning mobility projects often lead to subsequent collaborative projects that develop the entire institution.

Good to know

Organizing international credit mobility presupposes that the Estonian higher education institution has already received support for cooperation with a specific partner country from Erasmus + and the European Solidarity Corps Agency.

An Estonian higher education institution sending a lecturer or employee on learning mobility must have an Erasmus partnership agreement with the host institution before the start of the learning mobility. Higher education institutions in partner countries must be recognized as higher education institutions in their country.

Prior to the learning mobility, the lecturer or employee draws up a study or training plan in a prescribed format, which must be coordinated and approved by both the sending and the host institution. This ensures that the lecturer or staff member considers the Erasmus period as part of the employee’s working time at the home institution.

In addition to daily living expenses, the cost of insurance, transport, etc., must also be taken into account. The cost of living can vary significantly from country to country and within countries.

Erasmus + learning mobility is open to all lecturers and staff of higher education institutions participating in the program, regardless of the form of the employment contract.

Higher education institutions have the right to establish selection criteria for lecturers and staff to participate in the program.

As a rule, support is given to the lecturers and staff who

  • also participate, for example, in project preparation,
  • whose lectures are integrated into the regular teaching of a foreign higher education institution,
  • who are developing new teaching materials in connection with the learning mobility,
  • who go abroad to carry out studies or train for the first time.

Upon returning, the lecturer or employee who participated in the learning mobility must submit a certificate and a formal report confirming the completion of studies or participation in the training at the partner higher education institution to the Erasmus coordinator of the Estonian higher education institution.

What can be done during the learning mobility?

  • Carry out studies. The volume of studies must be at least eight academic hours. If the learning mobility is longer than a week, the volume must be eight academic hours per week.
  • The university can invite foreign lecturers and staff to teach or participate in training.

What activities are supported?

  • Travel allowance for the return journey. This is a flat-rate grant depending on the location of the university, ranging from EUR 20 to EUR 1,500 per participant.
  • Subsistence allowance in the country of destination to cover daily expenses. For the first two weeks, the allowance is EUR 180 per day, and then the allowance is reduced to 70% of the daily rate.
  • Special needs support for participants whose physical, mental, or health condition does not allow them to participate in learning mobility without additional support.

How to get on learning mobility?

Each higher education institution that has joined the Erasmus + program has an Erasmus coordinator who can provide more detailed information on participation in the program, partner institutions, partner countries, application deadlines, etc. In larger universities, Erasmus coordinators have also been appointed to academic units.
