International credit mobility
in higher education

Higher education credit mobility projects allow higher education institutions to send their students for exchange studies and internships and the staff to teach or train in other countries.

What are the goals?

To provide all students with a study abroad experience to develop their personal and professional skills. 

To support the professional development of all university employees through teaching or training abroad. 

To increase the internationalization, competitiveness, and international cooperation opportunities of higher education institutions. 

What are the priorities?

Based on the European Union’s education policy, the Erasmus + cross-program priorities have been formulated, which must be taken into account by the projects applying for support. They are also directly related to the goals of Estonian education. 

Cross-program priorities

Inclusive Erasmus+

An organization arranging mobility in the framework of Erasmus + program must respect the principles of inclusion and diversity in all aspects of its activities and must ensure fair and equal conditions for all participants in the learning mobility. Where possible, the beneficiary organization should actively involve participants with fewer opportunities in the mobility and make maximum use of the financial and other resources provided for in the program.

Green Erasmus+

The beneficiary organization must promote environmentally friendly and environmentally responsible behavior among its participants, giving priority to sustainable modes of travel when organizing mobility, using the maximum financial resources provided for in the program.

Digital Erasmus+

The beneficiary organization should use digital tools and learning methods to complement physical mobility and improve cooperation with partner organizations. To this end, the digital tools, online platforms, and other opportunities offered by the program must be used to ensure the digital management of mobility and partnerships.

Which countries can be cooperated with?

Estonian higher education institutions can only cooperate with Erasmus + partner countries within the framework of international credit mobility. 

Partner countries are all countries that are not Erasmus + program countries, i.e., non-Member States of the European Union or Iceland, Liechtenstein, Norway, Northern Macedonia, Serbia, Turkey. 

In addition, the following countries do not participate in international credit mobility: 

  • Andorra, Monaco, San Marino, Vatican. 
  • Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, United Arab Emirates. 
  • Faroe Islands, Switzerland.

For what activities can support be applied for?

Mobility of university employees 

 

for teaching purposes 5 days to 2 months, plus travel days 

 

for training purposes 5 days to 2 months, plus travel days 

Student mobility (3 – 12 months), 

 

for learning 3 – 12 months 

 

for internship 2 – 12 months 

Other supportive mobility 

 

Inviting external experts from companies for teaching purposes 5 days to 2 months, plus travel days 

In the case of mobility of lecturers, there is an additional requirement that at least eight hours per week be taught.

Who can apply?

  • All Estonian higher education institutions that are nationally accredited higher education institutions and have an Erasmus Charter for Higher Education can apply for Erasmus + international credit mobility. 
  • An application for both inbound and outbound mobility is submitted by an Estonian higher education institution.  
  • Individuals cannot apply for support. 

What costs can be support applied for?

  • The participant is granted a one-time travel allowance and an individual residence allowance.  
  • All grants are flat-rate and do not require proof of actual costs.
  • The coordinating higher education institution will receive an organizational support of EUR 350 per participant for each learning mobility.

How to implement
an international credit
mobility project?

Preparation

Find suitable partner schools for the project.

Discuss cooperation plans with the partner institution.

Read the program guide and the application and evaluation rules

Application

4

Familiarize yourself with the application form in the application environment and download support materials if necessary

5

Collaborate with the project partner and submit the application on time. A higher education institution can submit only one application in a call.

Evaluation

The national agency organizes the evaluation of projects. A ranking of projects is formed.

Successful applicants will be awarded an agreement, and an advance will be paid.

Implementation

Inform your project partners about the grant and start implementing the learning mobility.

Ensure that partnership agreements, learning agreements, grant agreements are signed in a timely manner and keep all necessary documents related to mobility.

Submit an interim project report at the agreed time.

Termination

Submit the final report on time.

Present the results of your project and disseminate mobility experiences to inspire others to partake in Erasmus+ opportunities.
